was the illegal SecondDail Eireann reconvenedby deValera in 1922 and abandonedby
him in1927afterhehad founded theFiannaFail Party.Thosewho remained in thisDail
Eireann and in the SinnFéinParty after the departure of deValera attempted to justify
the all-Ireland republican policy of 1919 against the claims of both the Free State and
British governments. This appeal to Frank B. Kellogg, theAmerican Secretary of State,
waspart of that policy. Similar statementswerepresented toRamsayMacDonald, Prime
Minister of England, inAugust 1929 and to thePope inDecember 1929. Finally, in1938
this body of Dail Éireann delegated its authority to theArmyCouncil of the IRA. This
statement, therefore, provides a rare insight into aparticular republican ideology.
